This document is very interesting and I

draw your special attention to the passages in it, which state that Marshal Feng Yu-hsiang will co-operate with Russia upon suitable terms, that negotiations between Russia and Marshal Fêng have been going on satisfactorily, and that the first instalment of arms from Russia for Marshal Fêng

would arrive through Chinese Turkestan and Kansu

Province on the 15th March last. I also take

this opportunity of enclosing a translation made by Dr. Kotewall of a memorandum furnished to him by General Ch'an Kwing-ming, describing his political views, and in this connection I refer you to paragraph 3 of my Secret Despatch, dated 27th March and especially to paragraph 2 of the

second enclosure in that despatch.
